State of General Adjudication in UtahRevised: October 16, 2017Listed below are links to the legal status of Proposed Determinations In Utah Water Right General Adjudications. To view a document click on the highlighted text. Adjudication refers to a judicial process whereby water rights are determined or decreed by a court of law. A Proposed Determination of Water Rights book (PD Book) is the state engineer's recommendation to the district court of the nature and extent of water rights in a particular drainage basin or on a river system as required under the adjudication statutes, Section 73-4, Utah Code Annotated, 1953. Books are published and distributed to the water users. Water users can protest the state engineer's findings and recommendations as set forth in the book and accompanying hydrographic survey maps. These protests are resolved through stipulated settlement or trial. After the protests are resolved the district judges issues a final decree setting forth the nature, extent and relative priority dates of the water rights in the area.
