1/10/2012: Received a phone call from Skip Myer to update this entity from
Bluff Water Works (Special Service District) to Bluff Service Area. Also,
updated contact information from J. Hardin to Marx Powell. DD
3/8/2013 Received this email from Skip Meir: Greetings Dana,
Unfortunately, local legal issues, local politics and cross-talk confusion
have created a mess that can only be settled locally but state statutory and
regulatory requirements must be met as you well know.
What I know:
The Bluff Service Area is the owner of record (San Juan County Recorder) of
09-1853 and the Public Water System (PWS) known as Bluff Water Works.
Four wells under 09-1853, known as 1-94, 1-96, 2-96 and Corral, have been the
sole sources of water to the PWS, have been metered at the source and have
been in use as they come online since 1994. All are presently being pumped.
They are not inactive.
Bluff Water Works SSD (BWWSSD) has been operating and maintaining the PWS
since May, 2006. Jim Hardin was the Operator of Record (with Division of
Drinking Water) from 2004 (under BSA until 2006) until mid-2012. Mr. Hardin
submitted flow records until 2007 then stopped.
At present, the DDW Operator of Record of the PWS is: Benjamin Rusty
Musselman, License #20199. As operator, he should be monitoring the wells and
maintaining flow records. I have no contact info for Mr. Musselman other than
through Marx Powell, Chairman of the BWWSSD. The current contact info on the
DDW site show the address and phone number of Mr. Hardin.
Culinary water end users are billed through the BWWSSD with meters being read
by an employee of the BWWSSD. The BSA has not been provided the user flow
data.
We, the BSA Board, are working with Marc Stilson in Price concerning the
activity status of the above four wells.
6/10/2014 Talked with Rick Reeb and Skip Myer who told me that the water is
being used, but they don't know how much, due to some conflict.
LFQ (05/06/2015): Contacted Ben Musselman of Bluff Water Works who indicated
that due to ligitation reasons a Water Use Report has not been submmitted in
the last few years

Radio link communication problems has caused intermittent use of well.

Source is only useable when treatment plant is in manual operation. SCADA
system is experiencing communication problems.

issues are being diagnosed. It appears we are having impacts from Rocky
Mountain Power Radio read meters interference. Options and funding to resolve
are ongoing.
