As you may be aware, in the year 2021, the Utah State Engineer established the Hobble Creek Distribution System to distribute
water rights by priority. On May 24, 2022 the Hobble Creek River Commissioner determined that the natural flow of Hobble Creek
diminished this year to the point that water rights in the canyon with a priority date later than 1853 need to be cut off, likely
for the remainder of the irrigation season. One exception to this is the use of water for indoor domestic purposes (indoor
domestic use does not include irrigation of lawns and gardens) with associated minimal stock watering may continue this year if
the water user can demonstrate arrangements are being made to resolve the out of priority use of water. Please note that this
exception applies to 2022 only. Existing agreements, including those entered into to settle objections in the general
adjudication, will be honored. Exchanges may be operated to the extent there is no injury to other water rights.
You are hereby notified that the use of water from any source in Hobble Creek Canyon under water rights later than 1853 must
cease until the end of the irrigation season or until further notice by the River Commissioner, except as indicated above.
LOGAN RIVER
2012 Daily Average Estimated Flow (includes an estimated 20 cfs diverted
upstream at Dewitt Spring by Logan City). To review the latest data, see
Daily Average flow records under Upper Canal station and 8th Ward Canal
station. Then add Dewitt Spring Logan City Diversion (contact them or use 20
cfs estimate). Water right cuts follow the Kimball Decree (see page 61 in
2011 Logan River Annual Report).

Starting June 22, 2006: Lower Fremont Water Users are restricted to 75% of the
