The office of the State Engineer is an office of public record. The Utah Government Records Access Management Act (GRAMA) sets guidelines for classifying all types of data and information in Utah government records based upon who has rights to access that information. GRAMA requires government transparency and accountability while simultaneously safeguarding private, sensitive, and confidential information.

Using the portal allows you to more easily track the progress of your records request and allows us to communicate with you about your request.

If you prefer to make a request without providing an email address, you will need to utilize this printed form. Once you have completed the form, you may submit your request in person at our Salt Lake office or by mail at:

Once a request is received by the GRAMA coordinator, the Divisions of Water Rights has 10 business days in which to respond. A reasonable administrative service fee may be assessed for physical document copies and staff time to search, retrieve, summarize, compile and/or tailor requested records.
