The challenge is when to stop appropriating water: when paper water reaches safe yield? or when actual use reaches safe yield? Was done somewhere in between. May have been done too late, but now we have to deal with it the best we can.
Equity issue between water that has been put to beneficial use under relatively late priority compared to early priority water still under extension.
