This seems to be contrary to Utah policy on basin to basin transfer of water. The Paiute Indians have an interest in water in that basin and were not given sufficient information to adequately address the issue. This agreement infringes on the aboriginal water rights of the Tribe. Until the rights of the Tribe are protected SNWA cannot pump any water from the Snake Valley.
