It would be far more equitable for each state in the Agreement to distribute 10,000 acre feet EACH since this is a national wildlife refuge. The same would be true for a national park or wildlife refuge entirely within Nevada--each state takes a 50/50% distribution of the legally mandated water. As it is currently written, 100% of the Fish Springs water is charged against Utah's share of the supposed 132,00 acre feet available. Thank you.
